Abstract

Information and Communication Technologies (ICT) provide developing countries with an unprecedented opportunity to achieve significant developmental goals — such as eradicating poverty, improving basic healthcare, and ensuring universal education — more effectively than ever before through the proper use of technological tools.

There is growing evidence that e-government, when implemented strategically, can enhance efficiency, accountability, and transparency in governmental operations. However, the full potential of e-government applications and other information technologies has not yet been fully realized in developing countries.

Through this study, one of the fundamental challenges was identified: the existence of a fragmented set of IT solutions across various government offices that are unable to exchange data or “communicate” with each other. In many cases, the digitization process ends up reinforcing existing systems rather than transforming them. As a result, citizens continue to visit multiple departments to access public services, even after the introduction of information technologies, due to the lack of interoperability among systems.

Recognizing that e-government should be transformative and citizen-centric rather than government-centric in the delivery of public services, investment in developing an interoperability framework for e-government is essential. Otherwise, the millions of dollars spent on e-government initiatives rarely lead to good governance or the achievement of the Millennium Development Goals.
